The reason p4-clockmod doesn't seem to work, is because the conservative and ondemand modules are no longer included with the default ubuntu kernels. Once you have p4-clockmod modules loaded you should be able to change the processor speed with a reloaded "userspace CPU Frequency Monitor". But non of the automatic cpu_freq_gov should work except for "powersave" and "performance"
