The response is twofold: Firstly, libphonon needs to be at least version 4.3.8. The version in lucid appears to be version 4.3.1, which is quite old. Secondly, both libphonon and the phonon backend need to be compiled against libpulse. This does not appear to be the case with the Kubuntu packages.
