Public bug reported: I don't know which package this bug belongs to, so I am going to just describe how it acts hoping that will be categorized appropriately. Sorry for any inconvenience. I am running Kubuntu Lucid beta 2 on a Lenovo IdeaPad S12 (Intel Atom N270, Intel GMA 950 Graphic Card).

I also tried the currently stable version of Ubuntu (Karmic, Live CD) and observed the same behaviour. This issue cannot be a hardware problem due to the following facts: 1) booting XP doesn't cause any time delay 2) if I correct the system time and then turn off the computer for a few hours (the whole night) and then turn it on again, the time is correct at start up but immediately beginns to delay.
