Oh.  Sorry, of course I know why this job isn't being run; you have
cryptsetup installed, which means plymouth is started from the
initramfs, which means we never see a 'started plymouth' event because
upstart knows it's already started.

So since 'plymouth show-splash' is being called from the initramfs, the
problem is that these devices that should be created in your initramfs
have not been.

Do you have any non-default settings under /etc/initramfs-tools?

Can you post the output of 'zcat /boot/initrd.img | cpio -t'?
