Public bug reported:

Binary package hint: gnome-panel

When I make a new panel all the desktop icons and shifted down by the default
height of the panel and I can't drag windows to the top of the screen. This
wouldn't matter much, but I can't do anything with the panel, it's like its not
even there. A bit like a placeholder.
To reproduce ( on my system at least):
Make a panel, go into Gconf, change the x and y values to 0 and 0, and y_bottom
to -1.
To fix, enable and disable autohide in GConf, as you can't do it in the
affected panel(s).
This continues to happen after multiples restarts.
Using version 1:2.30.0 in lucid beta 1 and 2.
