While I'm not necessarily disagreeing with you, but perhaps you can expand on what you think NM should be providing to dispatcher scripts that it's not already. Unless we can detail what we think is missing, the developers won't know. Did you look at what I added to the upstream (gnome) bug? At least for the NTP script case, I was able to shim between NM and the dhclient script. It would have been trivial to simply port the script to NM properly but I was more interested at the time in demonstrating a shim interface.
