I just tried re-enabling desktop effects after compiz and compiz-gnome got uninstalled (due to a Breaks: in metacity) and Appearance Properties just hangs at the 'Keep Settings' dialog. Looking at LP:159996 there seems to be a check for /usr/bin/compiz, but that file is provided by compiz-core nowadays, which alone seems to not be enough for running compiz. I guess updating the check in Appearance Properties should be enough.
