I still have the problem with this particular EPP update site. When I tried this update site, it was because the update site list was empty on a fresh install.
However, there is now an update site installed by default which works fine. I installed the Java EE Developer Tools from this update site, which seems to install a component set similar to the EPP Java EE feature.
