There was a running service called EXPERIMENTAL NetworkManager (I'm not sure if this would be considered another network-manager front-end or not) however the most recent updates seem to have resolved the issue as of 11:12pm on April 5.
After running nm-tool everything now appears normal. Thank you for the help!
