Public bug reported:

Binary package hint: software-center

After having upgraded from 9.10 to 10.04 - LTS , as I previously stated
the software center fails to respond. Also the synaptic package manager
is found under in two menus: the first is in applications/system
tools/, and displays this message when opening-

Starting without administrative privileges

You will not be able to apply any changes. But you can still export the
marked changes or create a download script for them.

And so to this extent, it appears operational; the second place
synaptic is found is system/administration/ and appears fully
functional. However, I have not yet attempted to actually use the later
of the two, as this is a beta release and so I'm cautious. I will
experiment with it and attempt to install another add-remove program,
try to uninstall and reinstall ubuntu software center and synapitic as
well. Ill keep you posted.

Over all, the system seems quite stable, fast, and clean: I am running
an Asus P4B 1.9 Ghz with 624 mb ram, it boots and runs fast. I'm doing
an upgrade right now on an old asus 600 mhz with 372 mb of ram its going
well - it worked great on 9.10 and I'm sure it will work great on
10.04-stable release. Good work people!
