Public bug reported:

Binary package hint: software-center

On fresh Lucid (x64). Up-to-date as of April 2nd.

Open Software Center
Go to a department (or "Featured Applications").
Find an application, select install, and enter password if necessary.

At this point, the install button for the selected application becomes
inactive as expected -- it is already installing. However, the install
button for every other application in that department also becomes
inactive. It is possible to install other applications by going into
their 'details' page and selecting Install there, but this should not be
necessary.

Only the applications which are currently on the install queue should
have their install buttons inactive.
