the new eog toolbar is customizable so you can add that fullscreen
button if you want to, moreover you can also use double click for going
to fullscreen mode, but i'm not an usability expert but if that doesn't
help you , you can always send the issue upstream to bugzilla.gnome.org
to see what the upstream developers think about that, thanks.
