I don't have any idea how to fix this but can confirm the same problem on my MythTV box with the HVR-1600. In addition, after unloading modules before suspending and then reloading them after waking, the /dev files (video0, video24, radio0, frontend0, etc.) for the 1600 never come back, so the card is unusable without a full reboot. I'm willing to test if there are any ideas.
