This appears to be a regression, since Dapper doesn't behave like that in en_GB. dead-circumflex SPC doesn't seem to be defined, but it works with `a', for instance.
When I was involved it was a losing battle trying to keep up with the undocumented i18n changes in xfree/xorg.
