The configuration parser reads the values for read/write limit even if
throttling is actually disabled.

These values might have been left as 0 by previous versions of
ubuntuone-client.

I believe the client should check that throttling is actually enabled
before parsing/validating the throttling values. The message about
ValueError replaces the Devices tab info so the preferences window
cannot be used to troubleshoot this error.
