I built a new VM and the "problem" seemed to occur there too.

However, I don't think there is actually a bug.  The updates did
eventually finish, even though that "configuring grub-pc" screen took a
long time to go away. I thought it was hung or not responding, but after
several minutes it did go away.

Bug description:
Binary package hint: update-manager

Ubuntu 10.4 LTS
X86 (386) version

Installed 10.4 beta. Works fine.  Ran Update Manager to check for
updates.  Found 200+ updates.  Updates downloaded properly. Update
Manager begins installing.  Eventually get to a screen that says
"configuring grub-pc". There is a checkbox there that says "skip
installing grub" (or something similar). If that checkbox is UNchecked,
clicking the "Next" button does nothing.  The checkbox must be checked
to continue.
