Yes you appear to be right, this bug is only true for times where nm-applet 
either isnt used or isn't running. 
I have just fiddled with it and connected though nm-applet and now just "gaim" 
rather than "gaim -l" gets all accounts logged in.

I've never had Enable Roaming Mode checked before and so saw NM to be
useless when it didn't pick up and network hardware.
