I am one of the two people (Michael) that maintain the Ubuntu side of the tings on CRAN. I would be willing to help maintain R in main, I just don't know what the procedures are. The build scripts exist and are maintained to coincide with R releases and we usually have a new version up within a week of a new version of Ubuntu being officially released.
