Thanks for taking the time to report this bug and help to make Ubuntu better.
This issue is relevant to your screen size, as it's not possible to fit all
infos in the preselected size, the scroll bar are present as expected.
And no, the installer shouldn't be in fullscreen as user still want to discover
their system during this time. If it's not the case, there is the "installer
mode" which has only ubiquity on it.
Thus, I'm marking this bug as invalid. Fell free to reopen it if you
feel that's something is unusable with the current behavior.
