Ok, Just re-checked and found I was mistaken. The real solution was to
change jetty-shared-webapps.xml to point to /usr/share/jetty/webapps.

My SECOND proposed fix is totally wrong, I made both changes at the same
time and tested it wrong, which made me think adding the line to that
script was what really fixed the issue.

So the Ubuntu maintainer  of this .deb make jetty-shared-webapps.xml to
point to the right place, so installation works out of the box.
