I see the same thing, you also get it when trying to connect (I had
existing connection entries before upgrading). It appears as if the ui
components have been separated, if you install network-manager-vpnc-
gnome it should fix your problem (it did mine).

It should really be handled during the upgrade process, and currently
the software centre shows both the ui and non-ui packages, the latter
should probably be removed from there.
