Public bug reported:

Binary package hint: firefox

When I go to a page with embedded Flash content, Firefox pops up the
information bar at the top, telling me that "Additional plugins are
requested." When I click the "Install missing plugins" button, I am
presented with a wizard that should list every plugin that is required
to completely view the page. In my case, the list is empty and the
dialog just says "Press Next to install these plugins. Clicking "Next"
goes to the next step which informs me that "No suitable plugins were
found."
