Right now the manpage says:

UPDATING EXISTING REPORTS
       apport-collect  collects  the  same  information as apport-bug, but adds 
it to an already
       existing problem report. This is useful if the report was not  
originally  filed  through
       Apport,  or  by  someone  else, and the developers ask you for attaching 
information from
       your system as well.

but running apport-collect on a bug you aren't subscibed to tells you:

You are not the reporter or subscriber of this problem report, or the
report is a duplicate or already closed.

Please create a new report using "apport-bug".

This should be mentioned on the manpage.
