But the problem still exist. It didn't appear when you click on
epiphany, before the websites from the restored windows are reloaded.
So, if you want try out this, I suggest these following steps:

1. Open different Epiphany windows with remote URLs 
2. Open a few gnome-terminal windows
3. Put them on different workspaces/virtual desktops
4. Make sure your session will be saved, when you logout from GNOME
5. Logout
6. Login, but do not react (don't use mouse and keyboard) until everything is 
restored and your GNOME is completely loaded

Does any taskbar item blink?

I guess we have here two cool features:
- restore session
- got users attention with blinking taskbar items on new windows or new content 
in existing windows (e.g. a website is loaded epiphany)

But the combination of this features is annoying. Maybe it's not easy to
fix, even though it is a "small" problem. gnome-session should report
the apps, that they are restored, so they didn't blink or something..
