Public bug reported:

I have a Dell XPS M1330. I know that certain events are supposed to
trigger monitor brightness changes, but these changes seem random and
unpredictable. In particular, the computer seems to forget my previous
brightness setting when attempting to restore it. For example, suppose I
am actively using my laptop, with it plugged in, and the brightness is
set to A. If I become idle, it will go to brightness B. But if I become
active again, it rarely returns to brightness A, but rather goes to some
other brightness, seemingly at random. The same happens when in unplug
and then plug in my laptop; the original brighness is not restored. I
end up having to manually adjust the brightness very frequently.

Part of the problem may be that the XPS M1330 has some sort of hardware
control for the monitor brightness. This can be demonstrated by booting
into the BIOS and plugging/unplugging the power adapter. Despite the
fact that no OS is running, the screen brightness will be adjusted. In
fact, you can set the AC and battery brightness in the BIOS. Anyway, I
think these settings may be overriding Ubuntu's settings randomly.

I need to know what to do to troubleshoot this, as I can't find any
patterns in how the brightness changes. What should the BIOS brightness
settings be? Should it matter?
