Sitsofe, that really makes no sense seeing how Fedora and Ubuntu now carry the same pulse source, but let's dig deeper. The one difference that could possibly affect this symptom is Ubuntu's runtime disabling of flat-volume, so please reenable flat-volume in ~/.pulse/daemon.conf (using "flat-volumes = yes" or just commenting out /etc/pulse/daemon.conf's negation), kill pulse and allow it to respawn.
