1. Probably upstream problem.
Confirmed in Debian sid (auctex 11.85-1, emacs 23.1+1-6, tex-common 2.07). 
(should search/report on the auctex list

2. Workaround: 
  check "pdf mode" (Gnu Emacs: under Command/TeXing options, or use C-c C-t C-p 
)
  this allows you to keep the hyperref package (commenting it out as suggested 
by Adrian interferes with revision-control etc.).
