The scaling_max_freq parameter is settable:

$ sudo sh -c "echo [frequency] >
/sys/devices/system/cpu/cpu1/cpufreq/cpuinfo_max_freq"

My guess is that some software is intentionally limiting your cpu
frequency because you hit an internal processor temperature that is too
high.
