The first time one runs vm-builder on a freshly installed Ubuntu system with a locale which isn't on the host system, it will run locale-gen $lang to test whether the --lang locale is valid. On a newly installed system, /var/lib/belocs is missing and this causes locale-gen to switch to "purge" mode. As a result, all locales on the system are lost after the test. The second time, because /var/lib/belocs exists, this doesn't happen.
