Public bug reported:

Binary package hint: grub2

If grub is set to use text mode (GRUB_TERMINAL=console uncommented in
/etc/default/grub), the highlighted entry of grub is blinking. This
happens because of this line from /etc/grub.d/05_debian_theme:

set menu_color_highlight=black/white

Bright background is not safe to use. The same bit can be interpreted
as a blinking attribute. The BIOS default is blinking. I'm seeing it
on Toshiba Satellite 1800. Maybe things have changes since then.

To eliminate blinking, following line should be used instead:

set menu_color_highlight=black/light-gray
