Yes, the situation is redundant, but to make the switcher ideal is
beyond the scope of paper cuts.

I left icons in there because many people use them to calculate
(implicitly) the number of times they must press Tab before landing on
the target window. Seeing only the currently selected window doesn't
help users plan a path to the target.
