The delta between the 0.11 and 0.12 branches is vast, and bugfixes from 0.12 are going to be a hassle to backport to 0.11.
The upstream focus of development is 0.12, and certainly lucid+1 will have 0.12 (or later), so 0.11 will, unless someone dedicates ressources to maintaining it, be abandoned. After Hardy was released, ubuntu-vm-builder was rewritten from a rather large shell script to the python project that is VMBuilder. The Hardy version really could have benefited from a lot of the bugs we fixed in the new implementation, but backporting them was an extreme hassle, and as a result the version in Hardy was virtually left to rot.
