What happens is that screen is blocked by KDE utility and until I enter a user's password the desktop is inaccessible. And, becasue locking means blanking the screen first, it really goes black (with backlight off too). I checked - yes, after VLC is started DPMS features are turned off so there is another application that does the nasty job. I am not sure what's its name but suspect it is powerdevil becasue it is capable of locking and powering off the screen and it was it that I used to configure the locking behaviour.
