I have found that the error (typically occurred in the rekeying process) might be caused by the usage of openSSL libraries to which the ubuntu wpasupplicant package is compiled. Errors and reconnecting troubles with "eduroam" (WPA-TKIP-based) APs disappared when I have compiled wpasupplicant for usage GNU-TLS libraries (2.8.5 version) instead of openssl.
