Thanks for the bug report and the discovery that the failure doesn't matter. I'm closing the bug as "Invalid" based on the fact that the creation of hardware nodes (which happens to work for me and be discarded at next boot) is completely irrelevant to the function of rng- tools. One could wish that there was better documentation on the appropriate configuration file settings, of course, but that is more general than would be of interest to a single distribution or related to a single hardware solution.
