I'm experiencing this same issue, except when using SVGA (versus DMI). I have a Dell Inspiron 1501 with the following adapter:
01:05.0 VGA compatible controller: ATI Technologies Inc RS482 [Radeon Xpress 200M] I'm plugged into a Sanyo 42" LCD (Model: DP42849). Both the display settings in Ubuntu and the Refresh rate supplied by the Monitor are 60HZ. The issue only seems to manifest when running flash based content. I would be happy to provide more details if needed to see this resolved.
