I am having a similar problem, have been searching but found no similar bug... In my case, with netbook remix lucid (10.4) I have the options to lock applets, remove from panel, etc, but they are all grayed out (blocked).
I have been trying to find a solution but haven't been able. I moved my .gconf and .gconfd folders to try with new configuration (same issue), created a new user, and same issue.
