Public bug reported:

Binary package hint: pulseaudio

When I adjust the pulseaudio mixer using the gnome volume applet (or
media keys), it actually affects more than one hardware mixer. It
appears that the top 85% of the slider maps onto the "Master" hardware
mixer, and the bottom 15% maps to the "PCM" mixer. This is difficult to
describe, so I've made a screencast, which should be attached.

The problem is that when the volume slider gets down to 15%, the Master
mixer goes down to zero and gets muted. So I effectively lose a
significant portion of my volume range.

** Affects: pulseaudio (Ubuntu)
     Importance: Undecided
         Status: New
