Hello, I also have an HP Mini 2133 and based on some benchmarks I made using the distributed.net client it runs at halfspeed compared to the Windows XP version running on the same hardware. It seems that what ever cpufreq reports the Via C7-M CPU always runs at 800 MHz (instead of 1600 MHz).
I tried to follow these guidelines: https://wiki.ubuntu.com/LaptopTestingTeam/HP2133/CPUScalingFix Since I did not find the menu.lst file I edited the grub.cfg this changed nothing.
