Public bug reported:

...this is a general "look and feel" defect, and I've seen it in more
than one place in Ubuntu. Open System>Preferences>About Me. Now click
your image in the upper left hand corner, now immediately Alt+tab one
time. Notice the select window looks like its going to let you got back
to the "about me" window, but when you release alt+tab you stay on the
select image window. I think whats going on is the 'select image' window
has its focus set, and you cannot open the 'About me' page, so it just
goes back to 'select image'. My suggestion would be to make it so when
you alt+tab from 'about me', that 'select image' does not appear in the
list of screens to switch to...

1) The release of Ubuntu you are using, via 'lsb_release -rd' or System ->
About Ubuntu.
You are using Ubuntu 9.10- the Karmic Koala - released in October 2009 and
supported until April 2011.

2) The version of the package you are using, via 'apt-cache policy packagename'
or by checking in Synaptic.
$ apt-cache policy gnome-control-center
gnome-control-center:
  Installed: 1:2.28.1-0ubuntu1
  Candidate: 1:2.28.1-0ubuntu1
  Version table:
 *** 1:2.28.1-0ubuntu1 0
        500 http://us.archive.ubuntu.com karmic/main Packages
        100 /var/lib/dpkg/status

3) What you expected to happen
When you select Alt+tab only "valid" screen shots appear

4) What happened instead
You are able to switch to a screen thats not available
