This is a suggestion against write-protected wiki page:

Suggestion:
Question "How do we specify performance requirements? Also need to specify 
progress feedback if launching is slow."
Suggestion: Loading & parsing the package list is always too slow. Delay that 
until after Software Center has finished loading the GUI. If the first page 
requires data from package list, then pre-cache the data for the front page 
separately. This pre-caching could be done by a process (a 
"sources-updater-deamon") that also takes care of updating sources, since that 
is also one such slow thing that no user whishes to sit and wait up to a 
minute, when all the user really wants is to install i.e. GIMP ;-) and get on 
with their daily computing tasks.
Another feature that needs to be available very soon after start is the search 
function. Perhaps this means that the sources list really needs to get parsed 
into a Sqlite database by that "sources-updater-deamon". (Reading further, it 
appears that the Software Center might already be using a DB of some kind :-)
