For what it's worth, I gave up on the Canonical package and am using the packages from the network-manager PPA.
deb http://ppa.launchpad.net/network-manager/trunk/ubuntu karmic main Although the problems I encountered were 3G USB device specific, it turned out to be necessary for us to do this for people running Karmic netbook remixes to get them any network capability at all. Ever since we stopped using the Karmic .debs we haven't had any problems at all with NetworkManager.
