Ok, this is a meta-bug (and nobody likes a metabug) so right off the bat I'm 
going to say that I'm going to close it. (Separate bugs are always better)
However, several of your issues have been addressed in Kubuntu 10.04.

-First of all, there is a KDE notification that pops up before the
selection dialog that tells which application is requesting to install
new packages.

-Second, the way the packages are described in 9.10 seem adequate to me.
The user probably doesn't care too much for a verbose description, and
the several-word blurb is fine for now.

-The next three points are actually about a separate piece of software
than the notifier, namely install-package. Install-package is a general-
purpose batch installer that any application can use to install
packages. As such, it can't really be tailored to cover your last point,
since other applications use it. I'd tell you to file reports against
install-package for the other points you raise against it, but we are
moving away from using that in Kubuntu 10.04 and will instead by relying
on PackageKit as our batch installer, and will discontinue development
of install-package.

So, thanks for the thoughts, but there's not really much we can do with
this report at this point in time.
