Oh, so scilab will be synced automatically ? I filed this request when 5.2.0-2 was the latest version. As I see now the maintainer has uploaded version 5.2.0-3 which introduces the new version dependency which cannot be satisfied by the libraries in lucid.
I have to ask the maintainer why he did that.
