I was able to work around the issue by uninstalling modem manager as all I use are wi-fi and my dial-up modem. I am using an Acer Aspire One AOA150 netbook and a Rosewill RNX-56USB dial-up modem with a Conexant ACF chipset in it. Gnome-PPP (wvdial) would only intermittently detect the modem and would always give a modem not responding error on dial out.
