You are in the right way but solution is uncommenting the file /etc/sysctl.conf in the way you need. I also had the same problem with NM, then I wrote my personal /etc/network/interfaces adding some lines then uncommenting /etc/sysctl.conf NM begin to work not at all there are also some Servers I could not contact but I think is a configuration problem.
