I am running kernel 2.6.31-17-generic and discovered 'ifconfig wlan0 up' does 
not work,
BUT
ifconfig wlan0 192.168.0.2 netmask 255.255.255.0 up
works fine!!!

'ifconfig wlan0 down' when the device is already down won't let it come
back up without a system reboot.

Basically, it seems any configuration error, no matter how slight, will
hose 'ifconfig' until a system restart.
