Public bug reported:

Ubuntu 9.10 release 9.10 all updates loaded at time of report
Dell Inspiron Mini 10v

After upgrading from Jaunty to 9.10 the horizontal scroll for the
synaptics touch pad worked. However, at some unknown point in between it
has stopped working. Updates have been loaded as available via
system>update manager.

Changing setting in system>mouse>touchpad>enable horizontal scrolling
has no effect i.e it doesn't work

Enabling SHMConfig had no effect (per
https://help.ubuntu.com/community/SynapticsTouchpad#shmconfig)

synclient -l shows HorizEdgeScroll=1
