Walter, the solution for this kind of problems is model specific. There has to be a quirk in the kernel that basically says: If the computer is an Optiplex 745, then default to reboot=bios. So you are better off opening a new bug report for Dell Precision 690 than to comment on one for Optiplex 745 (unless you can confirm that it also doesn't work on those anymore).
