I didn't believe I had modified the directory permissions but I've
retested on a clean install and this defect can no longer be present.

I used the latest AMI on EC2 (ami-1515f67c) and then did apt-get update
followed by apt-get install tomcat6. The directory permissions are:

ubu...@domu-12-31-39-09-bd-47:/var/lib/tomcat6$ ls -l
total 4
lrwxrwxrwx 1 root root      12 2010-01-12 03:27 conf -> /etc/tomcat6
lrwxrwxrwx 1 root root      17 2010-01-12 03:27 logs -> ../../log/tomcat6
drwxrwxr-x 3 root tomcat6 4096 2010-01-12 03:27 webapps
lrwxrwxrwx 1 root root      19 2010-01-12 03:27 work -> ../../cache/tomcat6

This appears to be correct. Note that I haven't attempted to load the
WAR in question - I'm satisfied this particular bug can be closed. Thank
